An air leak around the primary throttle shaft in carburetor if worn / older hi mileage carbs , is a major cause of unstable idle, assuming mixture is right. And good needles..replace with AFB repair parts from Edelbrock. They fit fine , JEGS sells, I believe. The old ones often have an obvious wear ring around them, from being adjusted 1000 times...and tightened too hard. That gives them an impossible to deal with 'on /off" action , new ones are slightly different taper , I think, and more rugged, really help with mixture setting. Keep all air valves and needles open the same amount. Spraying like carb cleaner on shafts at entry to throttle body will close air going in, make idle change.. Obviously a vacuum gauge helps too. Plus , assume you have checked vacuum tank under fender, booster etc. Might even plug / cap that line takeoff at engine to be sure. Small hole in 300F vacuum tank got me big time early on.. Another remote thing that has happened to me is stuck heat riser melts or corrodes the ram manifold aluminum under the carb, causing exhaust to leak into carb plenum=vacuum leak. ; Lets hope none of these things is getting you, but stuff I have seen ; Advance weights sticking , not returning smoothly to zero at times due to crud is another thing to check with timing light. The weight swivel pins need to be free and light oil. The plunger is really a very secondary thing after all else is working stably..it is to prevent stalling like when you switch on AC or engage drive, not to set up normal idle..you are right to back it off till engine is running well otherwise. Idle is set by carb air valves and mixture, not by stopping the linkage in any way. .Carb should close solid . It does retract when the car is running, correct?
