There was a time up to the middle 90's I think,  when you could order  a Chrysler VIN plate stamped 
any way you wanted it through an advertiser in Hemmings. You could make your  62 a 300H apparently by stamping the proper number numbers, and oh yes change the paint code while you're at it. I

 heard a story about someone who had a letter car and replaced his VIN plate because he had changed bodies. He had another spare body and a lot of leftover parts, so he got another identical vin plate  and built another car like the first one -same color, same registration since the first one went out of state, he felt safe selling another one one with the same VIN number, and it worked. 

I think the problem happened a few years later when the buyer of one of the cars moved into the state where the other one was and got snagged by  he computer.

I was once on the credit committee for our credit union, and we financed most of the cars of the employees. It ultimately turned out that many of the cars we financed were discovered to have "salvage" titles, and that was an awful mess.
 A local wrecking yard was exposed as front for an operation which was rebuilding wrecks. They were "selling" the rebuilt cars to a man in Missouri who would transfer the title to Missouri, then sell them back, and with the new title in Illinois, without "salvage"on the title where they would be sold on. I know they also had a going business  building GTOs from Sprints?) as I had seen that done, Illinois got computerized and a lot of our employees got new titles with "salvage" on them and were very unhappy. Several people went to Federal Prison for Mail Fraud. I'm glad states are looking hard at this stuff.

Just 4 years ago, I had a 300G coupe rough project car that was bought
without title. I happened to know the local history of the car and knew
(99% at least) it was not stolen. DMV required me to have the car inspected
to verify the VIN, and I actually made arrangements to have a CHP officer,
that specializes in such matters, come and verify the "secret" body
stampings on the car. Paperwork provided by our club (Gil Cunningham)
helped significantly in providing proof to the CHP officer that the car was
indeed what I stated it to be. He also checked to see if the VIN was shown
as being stolen, which it was not, and a California title was then issued.

As far as titling any car titled in another state in California goes, as
long as you have clear title from another state, there is no problem titling
it here. If, however, the car is built in 1975 or newer, you will have to
meet smog requirements which will vary depending on the year.

Perhaps I was insufficiently clear. I didn't say the service I
tried (which I found in the Pontiac club's "Smoke Signals" publication)
provided me with a New York TITLE, I said "New York DOCUMENTS", by which I
meant "registration in lieu of title".

While I am no expert, I have been through this a few times over
the past three decades, and this is how these so-called "title services"
seem to work: They don't actually provide you with a title per se; instead,
they take your information and get your car registered in a "non-title
state". That is, a state that uses registrations "in lieu of titles" for
(typically) pre-1980 vehicles. Such states include (or used to include) New
York, Alabama, Maine, Alaska, and maybe others, though some may have changed
by now.

In your case you had a Pennsylvania TITLE, which is fine for
California. My car had no actual title, New York or otherwise. It seems
that just as California no longer accepts a Bill of Sale (which they used
to, accompanied by an affidavit or "statement of facts"), they no longer
accept out-of-state "registrations in lieu of titles".

The reason for this appears to be concerns about theft and
fraud, which someone else on the list discussed.

Something is not adding up here. Last year I bought my 2006 300C from
Pennsylvania, with a Pennsylvania title, and had no problem registering it
in California. I would like to hear more about exactly why California did
not accept New York's documentation, there must be more to the story.
