I have had the same problem years ago. It turned out to be the grease the cable rebuilder put in had dried up. (do not put grease in speedo cable) Try disconnecting the cable at both ends and forcing penatrating oil into the top of the cable until it flows freely out the other end. In my instance I got a fitting from the "truck" speedometer repair shop so that I could screw it onto the cable end and pressurize the cable. You will be surprised what comes out of the other end.... PS: penetrating oil which contained "so called teflon" also lubricates the cable almost permanently.
