  Dave.

  The number 1008 has worked well for me. A speedometer is calibrated to read 60 MPH with an input, speedo cable, speed of 1008 revs per minute. 

  Count the number of revolutions that your cable turns when your car tires travel exactly a carefully marked out 100 feet.  This number and the number of feet in a mile and worked with ratio and proportion and you will know which way things need to be adjusted to bring the number of turns your cable is rotating per mile into spec. This only makes the cable right. The speedometer may still be out of calibration. This can produce accurate results.

  The number of teeth in the transmission gear can be adjusted sometimes and spedometer shops can build ratio adaptors if you have that revs per mile or revs per hundred feet information for them.

  Stuff on the internet if this doesn't make sense.
