I may be wrong, but I believe the tapered wedge is used to aid in centering the steering column in the dash. Upon recommendation from club members, I had my steering box rebuilt by Steer & Gear. I just installed it on my '64. Regarding the tapered shim or "wedge," see page 29 (Fig. 46) in Group 19 of the 1960 service manual. There is a specific sequence in installing the box, the two forward bolts (each with two spherical spacers placed on both sides of the box's mounting flange) are to be installed first followed be the rear bolt (with only one spherical spacer). The slotted wedge is tapped in under the rear bolt between the box and the frame before final torquing to 50 ft/lbs. I will gladly fax you the page from the manual if you don't have it.
