No - it only controls the current flow. Sounds like you have a
mechanical issue wit the key. Did you recently have new keys cut?

Thank you for this information. Would the Neutral safety switch prevent
the key from turning in the ignition cylinder lock, which is what's
happening? The key will not turn without 15 minutes of jiggling, if I'm
lucky. And when I'm lucky and it turns, the car starts and runs
beautifully.

Neutral safety switch has also been known to cause a headache or two.

Could be the starter relay and not the switch - screwdriver blade
between
the contacts of the relay while the switch is "on" and the car in
neutral
should answer that question.
