Doug,
There is a permanent (?) magnet, driven by the speedo cable, that spins inside a cup. The cup is attached to the pointer. Non contact drive coupling. There is a spring, torsionally back biased against magnet rotation. So, the spring that is the calibration device for the unit is binding up, a weak magnet, magnetized cup or maybe a bad magnet bearing and something mechanical out place and stopping the pointer at 80. All might suggest a trip to a speedo shop would be in order?
