  Matt,

  What you describe can happen if there is air trapped in the cooling system. I think this has been an ongoing situation and therefore air is very likely not your problem. Classic sticking thermostat. Stats are cheap and do not last forever. Lower hose will collapse if the coolant pump is trying to pump more coolant than can pass through the radiator because it is plugged up and a radiator cap that will not relieve vacuum will cause the upper hose to collapse.

  A new thermostat is a good idea for many reasons. While you are there, a new outlet (thermostat housing, neck or whatever you might want to call it) and a new gasket and a new clamp (unless you are using OE spring clamps) will save time and troubles. Good time to review the condition of all the cooling system hoses. And, new 50/50 coolant mix and not the extended life stuff that doesn't work well with old school soldered radiators and heater cores. And, why not a new radiator cap (and without the silly pressure release lever)?

  The thermostat Chrysler used to recommend for RB motorhome engines was a balanced sleeve stat that may not be available at Chrysler. Part number 3512998 for a 180 deg stat. Well worth a call to a local big dealer IMO. I have not tried to buy one in years. And, there is more likely a Chrysler Performance stat on their shelf that would be better than  ANY other product out there, also, IMO..
