I've already advised him how to do it: I'd leave the tank on, the cap on, and blow in the hose to the engine. Assuming there is only 1 hose out of the tank other than the filler neck. Which is the problem, since with an unvented cap, you drew a vacuum as you removed fuel, until the tank collapsed. Hopefully, the pressure will push it back into shape. Other than that, you'll have to remove the tank, take out the sender assy, and work thru the sender hole to try to pry the tank back into shape. Might use those dentless repair pry bars.
