Most states seem to have similar deals. Louisiana lets you register either (1) regular plates which have to be renewed every 2 years or (2) Antique plates which are more expensive initially but are permanent. You can also get (3) Personalized Antique plates for a one-time fee. AND ALL Antique plates are permanent (no renewal fees) and are exempt from Annual Inspections. OR if you have valid Louisiana plates that were issued for year car was new, you can (4) register with them for a nominal fee. They are treated as Antique Plates but cost less since state does not have to make the plate. Only requirements are cars must be basicly Stock - no significant modifications and Membership in an Antique Car Club and of course, plate must be in good condition (send photo to DMV) and specific tag number can not already be in use for a different year.
