I don't know what formula you might have, but I would like to offer a word  
of advice on technique.  After you apply the penetrant, give the screws a  
smart rap or two, to break the mechanical "lock", then wait awhile to let 
the  penetrant get into the joint.  Don't break or bend the screw, just shake 
it  up a bit.  This helps.
 
As to a penetrating oil, I've been using "Nut-Z-Lube", available from one  
of the list members in Canada.

Some time back someone had a formula for loosening rusty bolts. I  
thought I saved it but.... I have screws in some carbs that are VERY  
hard to loosen.
