Hi Bill;
Did you replace the brake hoses?
If they are older, there could be a flap hanging down on the inside  
from deterioration preventing the fluid from equally applying the  
brakes on both sides.
This also happens the other way, preventing the brakes from instantly  
releasing when the pedal is released.

If you have replaced them, the easiest thing would be to pull the  
drums and see just how much contact area is shown on the shoes. If the  
right side is used over most of the shoe and the left side just has  
use on the center of the shoe, then as Doug mentioned, you have a  
sizing problem. They should show the same usage.
