The unit should come on @38-39° and cycle out (off) @ 34° This is at  
the middle of the condenser. This will give you a dash outlet temp of  
about 37-40° when the unit is working.
If you have gauges, the low side pressures should be about 1/2 ambient  
air temp and the High side should be twice ambient temp. If much  
different from this, the R-12 charge is wrong.
Plus, you may have some debris in the system.
