I honestly don't know what the problem is, but once I had an issue that was just the opposite. Speedo worked fine from 0-55, but if you were going down the highway at 55 or greater, randomly the needly would swing all the way clockwise and sit there limply until you slowed down to 50. Then it would pick up again and be fine until it decided to act up again. I couldn't find a new or good speedo reasonably priced so I tracked down a speedo/gauge repair shop, believe it was Bob's in Michigan. Phoned them and they seemed to believe it was an issue with centrifugal weights in the head (it's been years so I may be a bit off on some of the details). Sent it off to them and sure enough, they were right, some issue with the weights not moving at a certain range and I never had an issue for another 100,000 miles.
