You seem to have one for the books - if its tire or wheel related, I would have assumed it would be same on front of either car - unless one car has a separate front end issue - such as loose or worn parts. There is an odd possibility that you have a bad brake drum which is affecting balance - at one time they tried to balance tires on car to address out of balance drums - but the absence of vibration except for braking has me stumped assuming there was no similar problem with previous tires and there is nothing else changed. Since you seem to have several tires available, I would switch out 1 front at a time to try and isolate issue.
