The 300H and J Bluestreaks have a 1 1/16 inch wide  whitewall, for what that 
may or may not be worth. I agree the 1964 would  have NOT have been wider.

I  would hazard a guess it was more like 7/8 inch to maybe 1 inch - not 
more.  The 62 models introduced the narrow "beauty-line" whitewalls - 
could have  been a bit narrower but not wider. Size designations changed 
in 63 in case  that  matters.
