Dave, I live here in the northwest suburbs of Chicago. I have I-Pass, so each toll plaza costs me .40 (those without I-Pass pay double = .80). However, if I am pulling my dual axle, 7000 pound, 18 foot trailer, the toll with I-Pass is not .80 for 4 axles, it is $2.85. Without I-Pass, it is double that amount, $5.70! If you are passing from Indiana to Wisconsin, there are about 7 toll plazas on the Illinois tollway. Those without I-Pass get ripped off. To the extent possible, I also try to find ways to avoid the tollways when I am pulling a trailer. The politicians assume that those persons with a trailer are not numerous enough to vote them out of office. Just like the cigarette taxes, etc. City of Chicago imposes a $5.00 tax on each pack of cigarettes which, with the other state/federal taxes, raises the price of a pack to over $7. I am not a smoker, but the trend to heavily tax the voting minorities does not sit well with me.
