The bumper closures (fillers) between the front and rear face bars and the grille panel or trunk panel are stamped steel, heavier gauge than body sheet metal, nowhere near as heavy as the bumpers themselves.  As Ron suggests, they are triple chrome plated for the 300C and they were argent (semi-gloss silver) painted for lesser models.
