I've checked every way I can think of in my 70-71 parts manual, and I can't find this. I think some are right, it's the Key buzzer. But whatever it is, there has to be a corresponding plug for it. somewhere in the wiring you'll find where to plug it in. Then plug it in and it'll do what it does! You could also pry up the tabs on the bottom and open it. See where the terminals go inside and see what they do. That will tell you what it is. If you don't want to open it and you're electrically inclined, continuity test it and find which 2 connections is the power in and the ground out. Ground it and power it and see if you now have voltage at the third terminal. If so, it could be a relay. If not, then apply power to the third terminal and see if it buzzes.
