There is definitely the potential and likelihood of a spark in the gas tank
from the action of a slider over the coil of resistance wire, although the
slider would normally always be in contact with one or two wraps of the
resistor wire as it slides.  This type of device would never be allowed in
an industrial combustible liquid tank where sonic/ultrasonic probes, sight
glasses or precise pressure gauges are used to measure levels.  

The reason we get away with it is that oxygen is not normally present in a
gasoline tank in sufficient percentage to support combustion.  The heavy
fuel vapors tend to displace any air aspirated into the tank during filling.
Just like when you flood your 300.  Too rich or too lean of a mixture--no
fire.

Rather intelligent design on His part, I believe.

Hi all:
 
Years ago when I worked for the telephone company, in the motor vehicle
yard, 
the cap on an underground gas tank needed replacing.  A guy came out, took a

torch and cut off the old cap and welded on a new one.  The trick was that
he 
first put a hose down the pipe shaft from his exhaust pipe on his truck, 
filling the void in the tank with carbon monoxide.  With that, no oxygen, no
danger 
of fire.
