Hi all, I'll go along with the ground theory, or lack of, at either the tail light or parking light involved. I would be curious if the tail light & parking light ( the dim side of the bulb ) works normal . You might remove the rear socket from the light housing, up front remove the lens, take a 12V test light, connect it to a good ground and touch the pointed probe directly against the brass base of the bulb ( with the turn signal in operation, of course ) and see if that speeds up the rate of flash. The poor ground could be between the bulb & socket, socket & light housing or even light housing and body.
