Anyone who lives or has lived in California and been involved in one way or another professionally with California smog control laws, such as repair shop owners, is aware that "smog law" is CONSTANTLY in a state of flux with legislation that negates or reinstates previous legislation being the rule rather than the exception. By the late '60s and early '70s it was already so incredibly complicated that it became near necessity to cover yourself by putting in a PCV on almost every car that came through a shop because the "smog police" didn't understand the laws either as written. NO ONE could properly interpret them. I'm going to guesstimate that 30-40 % of all running cars in California during that period got PCVs drilled and tapped and cut and adapted into their air cleaners and valve covers.
