Hi Bill, There is more than likely a problem in the vacuum system which controls all the various doors that need to open and shut , to direct air this way and that depeding on which function you select on the heater control switch. The heater control switch, activated by the pushbuttons, has two separate sections : one is electrical and turns the blower on and varies the speed of the blower; the other section is mechanical, and works off engine vaccum . The vacuum source is at the rear of the intake manifold - right where the power brake vaccum line goes to. There is a very small vac. line connected there - and it runs directly to the heater control switch. from there, it is distributed to two or three dashpots that open and close various doors. Sounds like your fresh air door, under the dash behind radio, is not working and is staying open... you will have to diagnose why.
