You can turn key on and short the heavy duty terminals of the relay with 
a nice washer (3/8 or !/2). That will bypass the relay and put current 
to the starter solenoid, which should engage and cause the starter to 
turn.  Seldom does a relay go bad.  You could have a neutral switch 
problem.  That sweitch gives ground to the relay to operate ( cars won't 
start unless in neutral).  To check that you put a jumper from battery 
negative to the top terminal on your right as you look down on the 
relay, and try to start.
