Ryan,  When you rebuilt the engine did you check or replace the rod that 
works the fuel pump. I have had that happen to me on two different 
cars.  The rod had worn just enough that it would no longer push the 
fuel pump far enough to make it work right.  I have a new rod so if you 
need the length I can get it for you.--Gary Barker
