[Chrysler300] Chrysler build plant codes

Hi All,    On the '60 through '64 Chrysler VINs the fourth digit represents the build plant.  All letter cars were Jefferson plant (3).  I ran across a '64 Chrysler with a build plant of 9. My '63  parts book shows 1, 2, 3, 5, 6, and 7 as vaild build plant numbers.  Does anyone know where 9 might be??  I'm thinking Canada maybe???
