Mark,
Having the test light flashing is normal, the voltage regulator works not 
unlike a like a flasher unit , it pulses the current through the gauge in 
such a way so that the voltage averages about three volts. Sounds like the 
regulator is probably working, touch your temp sender connection to the 
block(or a good ground) and see if that makes the gauge move, if it doesn't 
move try grounding the terminal on the back of the gauge in case the wire 
to the sender unit is broken. Don't put 12 volts to the sender wire (it 
works by grounding) that's likely to burn out the coil inside the gauge.
