It's called a "double flaring tool" it should be available at most parts houses or tool rental outfits. They are easy to figure out and with a little practice you can turn out some really nice looking fuel and brake lines.If you work it just right, you can use it to recreate the little bulge on the end of the tube where rubber hose slips over to connect it to the tank.

Also how the heck do I put these in the new line, what sort of tool do I need and where can I get one? Been told it is similar to a "crox tool"(?) that they use in plumbing but would have to be much smaller for a 5/16 fuel line.
