Actually the main purpose for the freeze plugs being there is to enable the 
foundry to cast a part with a void in it for a water jacket. The spots 
where the holes are machined for the freeze plugs(the more correct term is 
welch plug,or expansion plug) are the places where material extended inward 
to hold the casting cores in place. Even if some of the plugs are pushed 
out by freezing water, the block can still crack, something I can 
personally attest to.
