Your photo doesn't show the brake shoes or the surface of the drum. If there is any contamination on the surface of the shoes or the drum face, it could certainly lead to the symptoms you are describing. Also, I can't tell or remember if the shoes are supposed to be equal length, or if there is a specific 'leading' and/or 'trailing' shoe, but I'm sure there are experts on the server who do remember.

Here is a photo - I expected to see a broken spring but everything looks normal. Both wheel cylinders extend and retract when I lightly press the pedal.
