Unless without wear shoes should be replaced in pairs and on both sides of the axle.

Thank you Bob and Marshall for advice on the removal of the balance tube. 

Next question:  Pieces of the pad have separated from one of the brake shoes.  Otherwise all of the other pads/shoes are in good shape.  Is it reasonable to just replace the one shoe? What is our best source for brake shoes? Thanks
