 really good point !— that wear is a  known   B block issue . Our cars have hi miles … Never thought of it in cranking gpm  aspect . 
probably still works  fine on road but takes forever  to fill 2 carbs with reduced stroke at pump

I think there is some trick to replacing that ,holding it up ?  forget now.. Maybe heavy grease?

That sounds correct to me- the hot soak thing is real with this modern gas it would seem- just boils right off, making it harder to start next time since the pump has to refill the bowl next time. The fuel pump has to have a check valve of sorts built in or it would pump back into the tank with the return stroke of the pump arm.

One thing I discovered on my 64 imperial with a 413- the fuel pump pushrod was worn down to the point that the stroke was so short, the pump was essentially taking "tiny sips" when cranking. It therefore had an ether habit be ause if it popped over, the pump took several fast sips really quickly and overcame this issue. Just enough of a wear to cause this. (Ironically the exact same thing was happening to Dulcich and Frieburger on the Roadkill Duster they were driving at the track...)

Add the fact that it's a long 4 door Lebaron, it would take forever to crank over. Wore out a bendix actually. A new push rod ( i think from from Mancini) resolved that issue.

Also gas cannot drain back out of carb , inlet valve is above the fuel level , you would just pull air . fuel evaporates via “hot soak “ after turn off , imho
