I have seen this on various moparsi. In my salvage yard over the years. It may be primer no idea
Bob,Don may have added a bit of yellow to mark them for the tire shop. None of my L’s have any markings like that on the wheels, nor have I seen it on any other 1965 Chryslers over the years.Scott

It might be a factory inspection mark or it might be something
Don added so his wheels wouldn't get mixed up at the tire store, or
one of a dozen other possibilities..........maybe someone has
seen this before on other wheels and knows..........
Probably we'll never know but I thought I would ask.
