As I recall from a couple years ago now, I swiveled the passenger bucket seat outward when I opened the passenger door on my F and was able to lift up the carpet going down the side of the console and reached inside underneath the console and was able to access the lighter socket and turn/twist it out to remove it from the console and also was able to access the bulbs to change them as well.  It took me a while to figure this out too.  But it works
