It's a secondary interior dust collar at the fire wall.

Are you referring to the “sector cross shaft” seal, then yes, you can remove that seal without steering box removal.

Does anyone how to replace the seal without removing the steering column, can the new dust seal be cut in half then glued back together?

If the fasteners you refer to are anything like the staples used for the 57s, they are really quite easy to make from a spool of wire. Same for the hood seal over the radiator core support. Give me a call and I’ll talk to you about it.
