whenever various lights go on in crazy patterns it is 99% sure it is a missing ground connection . Instead of lighting the assigned bulb current goes  that bulb to ground through other bulbs through parallel  circuitry .  If 12 v appears in error ( no ground ) on  hi beam bulb ground it will flow to ground through indicator  bulb through heavy hi beam  filament (which is off etc etc ) 
Follow the ground side on PC card ( hope you have a drawing ) to a bolt or possibly through a ground pin on the connector .
Those pins are notarious for working loose a kind of riven arrangement that holds them to pc gets loose 
Scape pin and trace both shiny  for about 1/8” around each pin base with small box cutter  and solder  . If you don’t  make it shiny solder will  not “ take “ and you will
make a mess . 
I think board shrinks in thickness over 60 years pin gets loose . Should have been soldered day one 
This is true of all mopar pc card dashes through 68 at least . 
can also solder wire to ground traces directly but you risk lifting trace off card . You can drill .060 hole through trace wide place sometimes stick wire through and fold then solder , have to look at other side . Stock is ok with soldered pins . Do it while you have it out . It will act up , intermittents
