thanks carl , i did not know on 63 regulator is inside fuel gauge . They moved it around .! 
sometimes separate box outside gauges in 60 -61 , sometimes inside oil
pressure gauge on those . My J was gone 25 years ago . I miss it ! but zeroed in on F 
so no oil pressure gauge with light , so they put it in fuel gauge .
that means fuel gauge MUST be solidly grounded . Hope i did not cause confusion .! 
on 60-61 — unbelievable the ground screws are sheet metal screws into plastic holding a  short jumper . they get loose you blow all three gauges . i solder a wire right to metal 60 dome gauge frame and run to steel of dash . gauges are expensive !!

In ’63 the regulator is inside the fuel gauge.  John is correct, 12V feed comes from ignition switch (not headlight switch), follow the print pp. 8-78 and 8-79 of ’63 shop manual, fuel and temp (idiot light for oil) only register when ignition “on” or “acc”,  12V from ignition switch goes to 5-pin connector on circuit board which feeds 12V to input on fuel gauge (Dave is correct on that), regulator in fuel gauge feeds pulsing 12V to fuel and temp.  As John stated, regulator does not send steady 5.5V, it sends pulsing 12V that average out to about 5V.

— no has to come from ign or acc switch as they only read when that is on . look at print follow wire back to source from gauge regulator . I doubt it is that wire , they don’t suddenly get loose , but pc pins sure do 

yes —feed to regulator from car is 12 v , you said  feed to gas gauge  which is pulsating 12 v , from the mechanical regulator points .Feeds all three gauges - if you have  3  ?   averages out to 5 v . they do that so gauges are not impacted by battery volts 

I agree with loose pins in pc  card , I was thinking 60 F same circuit but no PC . 

PC cards in 67 Dart and Barracuda i have both had bad connections on board at plug pins . I soldered them all . tricky .Have to clean really spotless shiny with box cutter tip or solder will not “take ” factory only held pins by expanding them like a rivet , you wiggle plug they all get loose .

ground the wire at tank for a few seconds ( if others work ) gas should go up to full or more ( why a few seconds ) if it does it is float system or no tank ground . 

do not ground any wires around gauge you can blow up stuff . At senders only

PS-I am suddenly not getting 12v to the gas gauge/Temp gauge and I fear that a bad connection at the headlight connector may be the problem, but I can’t be sure.
