I have read that 1955 Imperial Crown models were 12 volt systems

Have you tested them off the car ? If they still have issues on the bench, then they need to be rebuilt, correctly this time. If they only have issues when installed, then something is binding in the window assembly. Were they rebuilt with 12V components ?

I have a problem that someone out there might be able to solve-------55 Imperial------power windows 6 volt------I currently own 3 6 V cars and have owned many others-----never had any problems with 6V-------the drivers door window is not overly tight-----rolls up  or down by hand fine---------pass side even looser-------had both motors rebuilt---------3 wire------can't get them to do anything but spark a little---they work fine with 12 V---------found a pair of NOS correct motors-------still get spark--- but much much stronger ----------?------anyone ever dealt with this------these are 3 wire motors that I have used many times over the years-----so everything is correct------Johnnie
