{Chrysler 300} Gasket and voltage regulator question

Hi Folks

Two questions:

1) I found two of these rubber gaskets in the glove box of the F that I recently bought back and have no idea what they’re for. Any ideas?

2) Does one need to “re-polarize” the voltage regulator on a generator equipped car every time the battery is disconnected and reconnected?
