Graphite will not penetrate or soften the aged grease in the speedometer head and in that respect will not likely help you.  It's probably ok as a lubricant on parts that are already clean, but not to solve the problem we expect you might be facing.
Just another thought---I'm in Florida where both heat and high humidity are enemies to mechanical things.  Corrosion is one of the greatest problems to be faced here and graphite offers NO protection against that.
