Hi Walt:

On the '64, the voltage limiter is built into the fuel gauge.  The factory service manual says to "replace the gauge" if the limiter is faulty.  Easy to do in 1964, not so easy today.  

I was able to repair the a voltage limiter once by removing the fuel gauge from the cluster, carefully filing down the rivits that hold the gauge face to the gauge body, removing the gauge face to reveal the limiter, then filing down the points.  Then I glued the gauge face back onto the gauge body, reinstalled the gauge, and everything worked again.

Now, I once read an article in the "Inc. Club" magazine, Brute Force, where someone adapted a solid state voltage limiter from Radio Shack to the rear of the cluster to bypass the original limiter and restore gauge function, but I can't recall where that article is at the moment.

My "two cents" for what its worth.  I hope this helps.

 All three gauges are powered through the 5 volt voltage limiter.   
 Most likely the points on the limiter are severely pitted from years  
 of use.  I know where it is on a 1964, but sadly, not on the 1960.   
 Others will have to chime in.
