Drums are "turned"  (lathe cut) on the inner surface to assure that they are round and smooth.  It is common to have visible runout on the outside of the drum even when the inside is nearly perfectly round.  Of course the reverse can be true also.  The outside can appear to be very round as it rotates and yet the inside surface can be sufficiently out of round as to cause vibrations during braking.
