Hi Larry,
The shoes are self centering on the bottom support. There is only the upper adjustment. The lower piece actually goes all the way up to the adjuster. It should be free to move with the return spring removed.

If anybody has any secrets or knowledge about these brakes I would love to know about it
The design is baffling to me
My main concern is with the rear brakes where the bottom of the brake shoe contacts the support plate anchors
Is there any kind of adjustment for that?
