That is a good suggestion from Dave.
Here is another:
don't drill. At the location for the through bolt, cut the carpet with an Xacto knife in the form of an
"+" .
The cut doesn't have to be very big, all you want are flaps that can move enough to allow the bolt through.
The seat belt anchor washer will cover the cuts as well.

Try this.....
Melt a hole through the carpet fabric with your solder gun 1st.
This will "sear" the strands melting them together on the ends so they don't ravel up in your drill bit.
Just be sure to melt a big enough hole is all!
