Cable length can certainly be a problem but in my experience the problem
has always been that the speedo/odo needs to be cleaned of old gummy
lubricant and re lubricated.  A symptom of gummy or dry bearings is when
the needle bounces at low speeds.  Twisting off the cable is minor but
breaking odometer gears is a much bigger problem.
