Doug and All:
The Chrysler specification for sill to floor is 8.7 inches for the 300H  
(both coupe and convert).  So your 9" car is real close.  Sort of  surprising 
assuming there must be some difference in radius between the original  bias 
Blue Streaks and a modern radial.  
This is just a guess, but perhaps the 11" car had the rear springs re-arced 
 such that the rear was higher, so the front torsion bars were just turned 
up to  level the car.  The forward, short, part of the rear spring should  
have a bit of recurve downward.

I have a 2 inch difference in  the height measurement from my garage floor 
to the horizontal bottom of  the rocker panels on my two H's. 
Both cars have 15" wheels and identical  235-75R-15 tires. 

H1 was built in April 1962, has new Eaton springs  and KYB gas shocks. It 
has an average height measurement of 9 inches.  

H2 was built in November 1961, has original springs (possibly  
re-tempered), and new original equipment hydraulic shocks. It has an average  height

Did something in the manufacturing  process change from November 61 to
