If your fuel pump is good you don't need an electric pump.  You should check your pump even though it's new.  I am most suspicious that you have a partially clogged filter screen in your replacement tank.  That has been a problem on my '64 Newport----hard to get fuel through the pick-up tube.
It is critical that hose and tubing connections be secure and leak-free, particularly on the suction side of the fuel pump (everywhere between the pump and the tank).  A very small leak will cause loss of suction by admitting air into the system.  Of course, your tank needs to be vented, but that's an unlikely problem.
There aren't many possibilities for the problem you describe.
