[Chrysler300] 300 c dual quad carburetors

I need the proper procedure to correctly adjust the idle speed on newly rebuilt wcfb carbs. Do the 4 air bleeder screws start at 1 1/2 turns out, or are they like the 57 chevy wcfb dual quads that start at 3/4 turn out? How and when do you set the idle bypass valves on the side of the base? Do they have a start opening or are they adjusted after the air bleeders are set? What is the purpose of the idle bypass valve?
