Assuming all else has been adjusted correctly, make sure the piston in the master cylinder is returning to the original and correct position toward the firewall. You should be able to stick a fine wire in the hole at the bottom of the reservoir when the brakes are not applied. If the wire does not go into the little hole, the brake piston is not returning fully to the rest position. I had that problem in a MC rebuilt by White Post Restorations (uhg) and symptoms were the same. If its not returning, you have a very low pedal and just a hint of brakes. You may have to remove the MC and bench test it to make sure it slides freely in the bore and does not get hung up half way. Check the bore for any signs of piston rub. I ended up discarding the supposedly (twice) rebuilt one for another MC (NOT from White Post) and curred the problem.

...........to add to your point, Larry, if you lengthen the rod too much, the pressure in the master cylinder won't release and the brakes will lock up.

Loren,
If all else fails, try adjusting the brake pedal rod. You can lenghten it by
playing with the adjustment between the pedal & rod under the dash. A word of
caution. If you lenghten it too much, the brake lights will stay on.
