In my experience it is odd for ammeters to stick. I would check the voltage
again with a digital volt meter. you should read 13.8-14.8 volts, anything
less than that means you are not charging. When you add a load-lights,
heater fan etc., does it drop lower? If so it is not stuck, something else
is going on, like a failed alternator or regulator.

It appears that the amp-meter on ,my 64 K is stuck on the first
discharge mark. Broke! I have checked and it appears that the
alternator and voltage regulator are supplying the proper charge
range to the battery above 12 volts. Anyone tried to fix one of
these? Any luck? Any suggestions?
